Spain Launches International Tender & Merry Christmas – Feliz Navidad

Spain Launches International Tender for the Renovation and Operation of Madrid’s Iconic Palacio de Congresos.

The Spanish Ministry of Industry and Tourism, through Turespaña, has announced an international tender for the concession to renovate, modernize, and operate the historic Palacio de Congresos in Madrid, located on the prestigious Paseo de la Castellana. The tender is now available on Spain’s Public Sector Procurement Platform.

Opened in 1970, the Palacio de Congresos was for decades a leading venue for global conferences, exhibitions, and institutional events. Closed since 2012 for safety reasons, its revival represents a major opportunity to restore one of Madrid’s most emblematic spaces to its former glory—while projecting it into the future.

The concession covers Buildings A and C of the complex, which will continue to host congress and tourism-related activities. The selected operator will undertake comprehensive rehabilitation works and assume responsibility for maintenance and conservation, in exchange for operating rights for 40 years.

This public-private partnership model is designed to maximize public resources, attract international investment, and ensure sustainable, efficient management aligned with the public interest.

This initiative is part of a broader strategy to position Spain as a global hub for tourism and high-value congress activity. The renovation of Buildings A and C complements the ongoing transformation of Building B, which will house the future headquarters of UN Tourism (formerly UNWTO). Together, these projects will create a modern, sustainable complex that reinforces Spain’s role as a world leader in tourism and international events.
